E-assessment: National guidelines and case studies
Did you know? Over the last few years, there has been massive growth in e-assessment practices? The 2009 Benchmarking surveys showed that 46% of RTOs were using e-learning for assessment. 62% of teachers and trainers are using e-assessment. This figure represents a considerable increase on responses to this question in the 2007 and 2008 Surveys.
We recognise that to more fully debate the implications of this growth in e-learning and associated e-assessment, we need to be better informed about the opinions of the teachers, learners and auditors who are major agents in supporting or hindering the adoption of these innovations in learning and assessment.
The Framework have partnered with the National Quality Council (NQC) to develop a set of National guidelines on e-assessment, as well as present case studies that represent a form of good practice in e-assessment.

Research update: How technology can be used to engage disengaged youth
The Foundation of Young Australians and Inspire Foundation have finished their research on the role of technology in engaging disengaged youth. The findings included:
- The issue of disengagement continues to affect young VET learners and to make them vulnerable to the suboptimal outcomes that result from this disengagement.
- The pattern of ICT use by teachers and trainers within the VET sector remains highly uneven.
- This uneven usage by practitioners stands in strong contrast to the usage of technology by young people. Even those young people who are typically most at risk of disengagement expect ICT to play an integral role within their daily lives and expect it to play an integral role in their learning.
- In many instances, young VET learners experience an environment in which technology is used in limited ways. They are unable to rely upon the provision of appropriate technology by their educational institutions. They also describe a significant gap between their own digital literacy and technological proficiency and that of their teachers and trainers.
- Technology in itself is not sufficient to ensure the engagement of young learners. Too much emphasis on technology-led approaches can take attention away from the need to provide quality learning that includes quality teaching, quality content and positive, trusting relationships between young learners and their teachers or trainers.
- Strategies need to be led or supported at the level of institutional leadership and policy.

E-learning Benchmarking
Conducted annually by the Framework, the national E-learning Benchmarking Survey provides the most current snapshot of e-learning around the country. The survey measures the uptake, use and impact of e-learning by employers, RTOs and VET teachers and trainers. It also allows participants to benchmark their own e-learning activities at a national, state, industry and training provider level.
2010 E-learning Benchmarking Survey results
The 2010 E-learning Benchmarking Survey report is now available on the E-learning Indicators website. The website includes a full survey analysis, including a breakdown of survey results by employer, RTO, teacher/trainer, demographic and industry area.

DIY Online Survey Tool
Benchmarking and Research have developed an online survey tool for organisations to compare VET student and VET teacher/trainer e-learning survey results against the national benchmarked results. Three organisations will trial the new survey and develop a case study to showcase their results.

Research Publications
The Framework produces a number of research-based resources to assist the VET community to develop tailored e-learning programs.

Latest Research
The Sustaining E-learning Innovations research was released in November 2010.
This research investigates the extent to which past Framework initiatives have been sustained and mainstreamed. A summarised version is available as a what matters brochure (PDF 1.7 KB)
The research includes four reports:
- Sustaining e-learning innovations: A review of the evidence and future directions (PDF 242 KB)
Highlights the key messages drawn from the research as well as policy recommendations. - Sustaining e-learning innovations: Literature review (PDF 186 KB)
Reviews research around sustaining e-learning to identify critical success factors. - Sustaining e-learning innovations: Meta-analysis (PDF 113 KB)
Examines Framework funded initiatives and their contribution to initiating and sustaining e-learning innovations. - Sustaining e-learning innovations: Vignettes (PDF 251 KB)
Provides 10 e-learning case studies, including an examination of the role of seven key factors in determining success in implementation and embedding.
The following key research projects were released in March and April 2010:
- E-assessment and the AQTF: Bridging the divide between practitioner and auditor (PDF 482 KB) - Released in April 2010 this research highlights what practitioners and auditors judge to be the key issues in e-assessment, as well as potential practical actions that will promote better understanding and improved practices.
- E-assessment: Case studies
Three case studies were undertaken in 2009 as a component of the e-assessment research. The case studies were: Vocational training for veterinary nurses; The eLF Program; E-examinations at the University of Tasmania.
Copyright
The Framework has a Copyright Officer, Vanessa Tuckfield, who provides expert policy advice on Copyright/IP for the VET sector and maintains the Copyright Kitchen online resource, providing associated educational, promotional and support services.
Copyright Kitchen focuses solely on copyright and intellectual property issues. It offers an interactive, user-friendly guide to the legal loopholes and pitfalls of copyright law.
