2008 Australian Flexible Learning Framework (Framework)

The aim of the Framework is to encourage registered training organisations (RTOs), business and industry to integrate e-learning in their organisation or industry sector. The Framework's business activities will build capability and encourage knowledge-sharing.

Framework business activities

It's about leadership

Flexible Learning Toolboxes (Toolboxes)

New additions and upgrades to the Toolbox collection of high quality, cost effective, interactive e-learning and assessment resources; and support for RTOs in their implementation through the Toolbox Champion Support Service.

LORN (Learning Object Repository Network)

Enhancement of LORN to provide improved online access to a greater range of e-learning resources from contributing repositories across Australia.

Benchmarking and Research

Benchmarking to determine the use, impact and uptake of e-learning within different learner groups, states and territories, RTOs, business and industry; and research to inform the development of policy and new direction.

E-standards for Training

Development of national standards to underpin essential e-learning infrastructure, research into new technology areas and provision of guidance materials and tools to support the effective use of emerging technologies.

E-portfolios

Development of national e-portfolio standards to improve the portability of learner-collected evidence of learning. This will support their ability to move between training and other forms of education, learning and employment.

Access to E-learning Knowledge and Know-how

Access to online information, communities of practice and state and territory E-learning Coordinators to support VET providers in adopting e-learning practices.

Brand Management

Active communication and national branding that promotes e-learning as an integral part of the national training system.


It's about innovation

Industry Integration of E-learning

Selection of industry sectors, in partnership with an RTO, to develop long-term concepts for the inclusion of e-learning in overall industry-led workplace development.

Funding will also be provided to selected business clusters with industry-wide influence to implement innovative e-learning solutions in 2008.


State and Territory E-learning Innovations

States and territories will share $5.3 million in E-learning Innovations funding grants to support innovative e-learning solutions in the VET system.

Selected E-learning Innovations projects will be funded to develop long-term concepts at the state and territory level based on their own e-learning and training priorities, which focus on:

  • business-training provider partnerships driving the integration of e-learning into business and training
  • empowering individual learners through stimulating demand, providing greater choice, responding to the needs of disadvantaged learners, and through facilitating increased RPL (recognition of prior learning)
  • helping RTOs to embed e-learning as a key aspect of their business strategy
