In 2007, the Flexible Learning Toolboxes Project will continue to develop 'world class' e-learning products to support the national Vocational Education and Training (VET) system and ensure that Australian VET providers remain at the forefront of e-learning development and delivery.

Quality e-learning products can be customised to support the specific training needs of individual firms. New product development will target national skills shortages and training areas of high demand, taking into account COAG priorities such as supporting adult workers. Flexible Learning Toolboxes (Toolboxes) with supporting teacher guides will be produced and made available in complete CD-ROM packages or as learning objects through an enhanced Toolbox Repository.

In 2007, the project will continue to provide a range of related initiatives that facilitate increased uptake and effectiveness of e-learning, including Toolbox Champions services.

The Flexible Learning Toolboxes Project will also continue its progressive adoption and promotion of international standards to maximise the accessibility and usefulness of VET e-learning content. This work will be supported by research on emerging technical standards and educational issues such as the application of Sharable Content Object Reference Model (SCORM) to problem-based learning.

Project activity in 2007 will include:

  • production of e-learning material in dual form - complete Toolbox products and SCORM compliant learning objects (potentially adopting SCORM 2004);
  • production of learning objects in areas of cross-industry high demand;
  • customisation of the Training and Assessment RPL Guide to produce a Frontline Management RPL Guide for use with the Frontline Management Toolbox;
  • continued review and update of older Toolboxes, selected on the basis of high demand and/or extensive changes to the associated training packages;
  • continuation of the Toolbox Champions service which supports effective uptake of e-learning and use of Toolboxes, with targeting of services to the Framework's 2007 priorities recognising jurisdictional and local provider needs;
  • specific support to end users of learning objects, including customisation;
  • continued population of the Toolbox Repository (V2) with learning objects;
  • repackaging of existing Toolboxes into SCORM compliant learning objects;
  • a national audit of the use of Toolboxes and the learning object repository.

Objectives

  • to increase the use of national e-learning content in VET programs;
  • to increase the range of customisable e-learning content available to training providers;
  • to facilitate flexible access to e-learning content by training providers;
  • to increase system-wide understanding of the effective use of learning objects;
  • to build teachers' skills in using and customising e-learning content.

Outputs

  • minimum of six new Toolbox products covering approximately 36 competencies across a number of industry training packages;
  • enhanced Toolbox Repository with 60-80 additional learning objects;
  • improved system-wide understanding of the effective use of learning objects;
  • increased capability of VET practitioners in developing, customising and using e-learning content;
  • widespread use and customisation of national e-learning resources by training providers;
  • applied research on technical standards for learning content, informing national e-standards development.

Project performance indicators

  • a national set of shareable e-learning tools and resources;
  • qality and range of VET e-learning resources produced nationally;
  • provider access to and use of nationally developed e-learning resources;
  • % of training package qualifications supported by customisable e-learning resources;
  • % of VET teachers and trainers able to customise Toolboxes;
  • % of VET teachers and trainers using and satisfied with Toolboxes.
