The Learning Object Repository Network Project (LORN) is building the capacity of the Australian VET system to share teaching and learning resources that support flexible delivery.

As the key source of e-learning resources for the VET system LORN provides a foundation for sharing resources within the VET system, and establishing and embedding agreed principles in the design and development of e-learning resources and resource repositories.

In 2007, the Learning Object Repository Network Project will:

  • facilitate further advances in digital rights management (DRM) as part of a staged approach to embedding more rigorous DRM processes;
  • examine with relevant agencies implementation of commercial licenses to encourage repository service; providers to make more learning objects available under the different rights categories.
  • broaden the variety of learning objects in the repository to include additional media formats such as IMS content packaged PDFs;
  • engage VET agencies to participate in LORN as users, repository service providers and/or community access providers;
  • establish a communication and engagement strategy to identify issues within the current LORN environment;
  • increase the visibility and use of LORN resources in training delivery through promotion to teachers and end users of the advantages of using LORN as a source of quality downloadable learning objects, and a series of face to face meetings, workshops and conferences with target audiences;
  • increase the number of learning objects available through LORN by adopting a targeted approach to organisations with existing repositories to facilitate their entry into LORN, and encouraging existing repository service providers to increase the number of their learning objects available;
  • undertake further usability testing and system enhancements.

Objectives

  • to implement an effective business model for LORN, in order to operationalise LORN as the key source of e-learning resources for the VET system;
  • to research, evaluate and pilot further developments in DRM facilitating commercial licensing and transactions;
  • to establish a mechanism for persistent, actionable, resolvable, unique object identifiers and its convergence with a commercial transactional model;
  • to increase usage and usability of LORN by VET practitioners;
  • to increase the number and diversity of participating repositories to offer better national coverage;
  • to investigate and implement processes for sharing of customised resources and tracking of learning objects.

Outputs

  • pilot of commercial transaction processes and further advanced DRM components, evaluated from both a business and technical perspective;
  • initial implementation of Persistent Identifiers, with subsequent roll out across all repositories;
  • an increase in the number and diversity of participating repositories with representation from all of the major states.
  • an increase in the number of learning objects available through LORN to 5,000 across a range of disciplines and media;
  • ongoing access to nationally developed resources and provision of common services for resource repositories;
  • contribution to the national interoperability agenda through the promotion and adoption of mandated standards and protocols.

Project performance indicators

  • teacher and end user awareness of LORN;
  • use of the learning resource sharing service by VET practitioners;
  • number of repositories participating in LORN;
  • variety and number of learning resources available via the VET LORN;
  • usability of repository system against required VET standards;
  • sustainable management model for national e-learning resources;
  • examination of commercial transaction capabilities;
  • availability of appropriate copyright and licensing mechanisms.
