The Research and Policy Advice Project provides high quality, timely and evidence-based research and policy advice to inform FLAG's decision-making and development and implementation of e-learning across the system.

In 2007, a program of rigorous research will be carefully targeted to contribute to the achievement of national VET strategies and outcomes and the Framework's goals. In particular, the Research and Policy Advice Project will provide evidence to support consolidation and promotion of VET e-learning capabilities, including measurement of the uptake of e-learning in target areas and informing and implementing innovative processes.

The project will also, through provision of regulatory advice and e-learning benchmarking, contribute to development and adoption of relevant standards and protocols for training providers. It will build on work achieved through the Framework in 2006 to advance advocacy positions on issues such as interoperability, copyright and intellectual property (IP), and accessibility. FLAG will put policies on regulatory and e-learning delivery issues to NSOC and AICTEC for consideration, and through them adoption by relevant Ministers.

Partnerships with other national educational and technology-related research agencies will be strengthened and new ones formed in order to address the sustainability of research relevant to e-learning in VET through collaboration and mutual exchange of knowledge and ideas.


Objectives

  • to provide timely and evidence-based research to inform FLAG and Framework activities;
  • to build stronger links to other national and international research agencies;
  • to promote an outcomes focus for e-learning that encourages the use of information on the uptake and impact of e-learning in VET decision-making;
  • to research, develop and effectively advance FLAG's policy and regulatory contribution and advocacy positions on infrastructure and e-learning delivery issues;
  • to disseminate research findings and outputs to relevant stakeholders within and outside VET;
  • to enhance links to DEST's e-Research Coordinating Committee to enable consideration of VET experience and directions.

Outputs

  • advice to support the uptake and maximise the impact of e-learning through commissioned research, briefing papers and think pieces for decision-makers on emerging practices and innovations;
  • advancement in negotiations with DEST for representation of VET in copyright and IP;
  • development and advancement of a forward plan for states and territories to agree on national e-learning performance measures;
  • ongoing promotion of the use of e-learning benchmarking across VET providers and state / territory training authorities;
  • ongoing measurement of the uptake and impact of e-learning among VET providers, VET students, VET teachers/trainers and employers.

Project performance indicators

  • a set of commissioned research and policy briefing papers to inform FLAG, Framework personnel and the wider VET system;
  • provision of evidence through research, to support FLAG to put positions relating to regulatory and quality delivery of e-learning to NSOC and AICTEC;
  • dissemination of research findings from 2006, including the outcomes of the 2006 e-learning benchmarking survey;
  • agreement on and implementation of a forward plan for states and territories to: agree on national e-learning performance measures, establish regular data collections on e-learning, and implement ongoing benchmarking.
