The Access to Bandwidth Project supports implementation of a national backbone network for the VET system that offers both quality of service and cost efficiencies. In February 2006, NSOC agreed in principle to a national backbone network for shared content, and authorised FLAG and DEST to begin negotiations with the Australian Academic and Research Network (AARNet). The proposed network structure was:

  • state and territory networks be connected to AARNet points of presence in each capital city
  • AARNet provide the backbone connectivity between capital cities
  • the network to carry on-net traffic only.

In addition, in late 2005 DEST announced that it would commence a three year pilot of the Australian Education Digital Network (AEDN) in 2006.

The Access to Bandwidth Project has responsibility, on behalf of FLAG, for implementing the NSOC decision and coordinating further work with the DEST AEDN project. Critical aspects of the project in 2007 are:

  • determining the next stage of network design
  • coordinating state and territory participation in the network
  • conducting pilot projects that show the value of high capacity connectivity and demonstrate the educational benefits to target groups
  • continuing advocacy for VET interests within the wider AEDN agenda
  • assessing the viability of any proposed costing and business models.

In 2007, the project will actively pursue opportunities for alignment and integration with other Framework projects, particularly projects from the Resources and Innovation Program.

The project will also monitor changes in national and state / territory bandwidth policy, and technological advances in bandwidth management, and will assess these developments for their relevance to VET bandwidth acquisition.


Objectives

  1. To work with states and territories, DEST and AARNet to ensure coordinated development of a national backbone network for the VET system to deliver high capacity connectivity at affordable prices and suitable quality of service.
     
  2. To demonstrate the value of high capacity connectivity to support the VET system.

Outputs

  • Network performance data from pilot projects to inform ongoing network development.
  • Promotion of the benefits and value of high capacity connectivity in supporting the VET skills agenda (including promotion of the 2005 and 2006 project outcomes and an event to showcase benefits).
  • Case studies from pilot projects that demonstrate the value of and learning possibilities high capacity connectivity offers through a backbone network.
  • Reports to FLAG on changes in national and state / territory bandwidth policy and in developments in bandwidth management technology, states and territories participation in piloting of the VET national backbone network.
  • National and state / territory collaboration in the acquisition of high capacity national connectivity at an affordable price.
  • Strong representation of VET system interests in relevant national forums.
  • Solid collaboration with other education sectors, and a coordinated approach amongst education sectors allowing maximum leveraging of initiatives, particularly in relation to AEDN.

Project performance indicators

  • Development of a feasible network design. Engagement of states and territories with the national backbone network.
  • Quality of pilot projects as exemplars of the benefits of high capacity connectivity.
  • Position of VET system interests in the AEDN agenda.

The project makes a direct contribution to the following 2005-2007 Framework output:

3.4 Support and advocate access to core broadband to achieve innovative teaching and learning and business processes at a sustainable cost.
