The National Communication Project fosters attitudinal and behavioural change to e-learning. It supports the uptake of e-learning through the promotion of Framework outputs and by demonstrating the benefits of e-learning to individual learners, Australian businesses and the VET system.

In 2007, the National Communication Project will develop key messages that illustrate the role of e-learning in supporting achievement of critical VET policy objectives and outcomes, and the specific role the Framework has played in accelerating the take up of e-learning. These messages will align directly with broader VET communication and branding strategies.

The National Communication Project will continue to work closely with all Framework projects to ensure that the outputs and outcomes of all projects and the benefits for VET clients and the VET system are promoted in a consistent and coordinated way, that maximises awareness and practical understanding of the impact of and opportunities provided by e-learning.

The project will develop and implement a communication strategy that encompasses disciplines, including media, marketing, public relations and advertising. It will be responsible for Framework activities including:

  • development and implementation of the Framework's communication strategy, media plan, calendar (internal/external), Style Guide, collateral and event/sponsorship management;
  • development and distribution of the Framework's national newsletter Flex e-News;
  • promotion of VET e-learning news and events through the Framework website.

The National Communication Project will also act as a central point of contact for VET clients with enquiries on e-learning and the Framework, assessing client enquiries and redirecting to state/territory Framework Coordinators and/or Framework Project Managers where required.


Objectives

  • to encourage the uptake of e-learning in the VET system by promoting and demonstrating the benefits of e-learning and the availability of and access to nationally supported, funded and produced e-learning products, resources and support networks;
  • to illustrate how e-learning and the Framework have contributed to the achievement of national VET priorities objectives, especially in relation to client flexibility and meeting client's learning needs, delivering a more responsive training system and addressing skills shortages;
  • to manage protocols that support clear, consistent and coordinated communication of e-learning messages across the Framework;
  • to plan and deliver an effective Framework communication strategy.

Outputs

  • targeted action-oriented e-learning information and media for distribution to diverse VET stakeholder groups;
  • promotion of Framework and specific VET e-learning products, resources and capabilities;
  • implementation of an e-learning communication strategy for the Framework and a national media plan;
  • consistency of the VET e-learning brand and Framework communications messages.

Project performance indicators

  • awareness of, understanding of and attitudes to the application of e-learning in VET;
  • level of media exposure;
  • level of access to and use of Framework e-learning promotional and communication materials.

Direct contributions of Project to the 2007 Australian Flexible Learning Framework outputs

The project offers a shared support service in relation to communication needs and opportunities to assist all projects achieve and promote 2005-2007 Framework outputs.
